Also, AB2109 already got parents to the doctors and required counseling before that "box" could be checked. The PBE rate declined 19% in the ONE year AB2109 was in effect. SB277 is about vaccines and no exceptions. It infringes on the right to a FAPE as guaranteed by the CA Constitution (as you mentioned) and on the substantive due process rights guaranteed by the US Constitution. Meanwhile mandating vaccines for diseases that aren't communicable (tetanus) or that are sexually transmitted (Hep B). Certainly if these are mandated then the manufacturers should be liable for harm, right? Nope. The NCVIA already resolved that. SB277 is an infringement on rights, plain and simple.
